I have cut sims with scissors but the best bet is to purchase a sim cutter as that will do a btter job. It was pretty easy for me as I had a micro sim already and just traced it on the sim I wanted to cut down to size. I was just using a tmobile sim I had that was still good to make sure the unlock of my wifes phone was good so I didnt care if I screwed it up.
