I'd be surprised if this isn't in the company employee conduct policy. As mentioned, a quick peck on the cheek is one thing, but there is some behavior an company expects their staff not to engage in...especially in uniform in front of paying customers while on the clock. Be it making out or other behavior some might find offensive...I think reporting it is entirely appropriate.
