When you look on points.com you will see Delta Skymiles only permits exhanges to get more miles, which is an inelegant way of saying that Delta does not permit outbound transfers. However, you can transfer to another Skymiles' account using the "make a trade with someone else" feature. However, I believe the cost would be $0.01 per mile transferred.
