This is actually a positive development. My wife filed a minor claim--thankfully not for something like missing glasses--and the TSA denied it, saying that by law they were only responsible for claims "due to actions by their employees." (Uh, it was your employee who confiscated something which was NOT prohibited, against policy, idiots!) It took them nearly 4 months to deny the claim, with the only appeal to some kangaroo court.
