The OP has a point regarding domestic vs international. I'm sure that IAH-DEN will have far more "R" availability than EWR-HKG...
But I would expect more R availability on EWR-HKG than EWR-LAX, so it really depends on the route, and I'm not sure it's fair to generalize either way.
