In normal cases this is the case also in France, as there is a SIXT-surcharge for renting at airports- Just recently had a rental at Nice-Airport.
From time to time they offer very low base-rates at airports though. Maybe this is result of supply and demand.

Dropiing of your car at an airport station is free of surcharge.
Though, they charge you in General for one-way rents. If I know correctly itīs about 10 € in France.
