You need both the inventory available and to meet the requirements of the fare rules of whatever fare you are looking at.
In this particular case the lowest fare published on the LAX-JAN route is a G fare:

Of course, getting a clear and useful explanation like that from
KVS rather than just a link to a webpage where you're left to sort out for yourself what is going on is pretty much impossible. Good thing you're paying for that service, huh?
Those W and S seats are for other city pairs that may use the same flights. So LAX-EWR might use the W seats on the same aircraft but you cannot get to them because your city pair doesn't have a fare published that can use them.
