Note that BR will also tag your carry on. If you are not a Diamond or Gold Evergreen club member you will get a green tag, Diamonds and Golds get an orange tag. When connecting in TPE you shouldn't have an issue, but the gate staff do come around occasionally and look at the tags if the flight is full.

I have not had my carry on weighed since I became a Diamond member, but even as a Gold member, they did weigh both my roll on bag and back pack. And another point about HKG, the airport is a stickler for proper sizing and weight.
