It varies. They DO sometimes enforce carry-on weight limits. I personally have always been able to talk my way past it when they called me on it but you cannot always count on that. I think there is unfortunately also a racial component to their enforcement whereby non-mainland Chinese, Japanese and Western passengers are often granted more leniency than other Asian nationalities.
