Personal items such as computers are not counted towards the 7 kg (just make sure it doesn't have the size that looks like another carry on bag). However, your other bag that is over 7 kg needs to be reduced (put the stuff into the computer bag) since they do weigh them for you, whether it's EVA of HKIA. If you are wearing the coat, they won't weight those.
