Looks like I am not able to apply. One has to have lived in the USA for the past 3 years. I left the US in 2002 and until 2009, had no US home.

Since 2009 I have had a (rented) US home, but I am only there for 3-4 months a year. The rest the time I am overseas (about 4 months in my overseas home and 4 months travelling).

They said I could not apply.
