As JALPAK mentions. Priority Bags is not a OW benefit. Although if you hold OW status and fly CX they usually will tag priority bags for you.
As for JAL priority bags this is the order of baggage delivery.
First Class, JGC Diamond, JGC Premier - First Class Tag (Red)
JGC Sapphire, JGC Crystal, JGC member - JGC Priority Tag (Gold)
Sapphire and Business Class - Business Class Tags (Blue)
I'm not sure where Crystal fits.
