Because routing via ICN is not a route that CO can serve on CO metal. If you want an OZ flight buy it from them. And there is no NH service from NRT-MNL.

The other carriers are listed because the routing rules permit a variety of carriers to be used were CO doesn't have any natural routings that involve CO metal in many cases. Being part of *A hasn't changed those routing rules but co.com now displays the alternate carriers much more readily. But it is still overly biased towards CO flights.

While JL and CX may not be OnePass partners or marketing partners they are interline partners which means that CO can sell flights with them and through-check baggage, among other things.
