I think you're misinterpreting it. This just states the rules of the SPG program - what any SPG member gets when staying at an SPG hotel no matter which card they use. This is not something you get as a result of using the Amex card at a hotel. The Amex card just gives you one SPG point for a dollar spent at an SPG hotel or anywhere else.
