I have now used it many times. Where there are kiosks, it has worked 75% of the times; the rest of the times - perhaps because fingers sweaty - I got "not accepted" card and went to front of the line. At the few areas where they have not had the kiosks, I went to the front of line (via diplomatic lane) and gave the person the passport and went through. This is what the person in charge of Global Intry in NYC said to do.
