I don't believe that you need to be a NY resident to use the NYC consulate. The only thing that you need to bring with you is your passport. Also, a postal money order (only) for $130. The consulate will start to accept applications around 930AM. Download the forms and fill out
exactly as requested.
All things normal, you should have the Visa Friday or Monday.
