I don't think that the runway is the problem. I think the issue is that there simply isn't a market there. HVN is in the middle of a pretty dense area of other airports.
But most everything along the I-95 corridor is in the middle of a dense area of airports. HVN kind of falls in a no-man's land, as does the Princeton/Trenton area.
I'm not arguing that HVN should have more service. But, it is a bit of a hole-with-almost-no-service within a densely-populated area.
