They do waive the first year on Amex Gold for small business, and for the US SPG Amex, so it isn't like it would be unusual for them to do it.
But it is unusual in Canada. Whenever I've called to have the fee waived they've always said no and when I say I will cancel they tell me they will give me bonus points. That was for the Amex Aeroplan card.
