It has been my experience that menus are not offered if they are not received or if they contain the wrong selections or selections they are out of at the catering hall that day. Many times they give us breakfast menus for dinner flights on the transcons. If you catch it early enough you may be able to get new menus, otherwise you're on your own.
It is rare that someone just doesn't feel like giving them out. Why make our job harder by having to speak the selections to everyone in the cabin?
