He is flying into LGA. And I've never had problems with taxi lines that late in the evening. Now I only fly in about 2 - 3 times per year so take my datapoint with a grain of salt.
The taxi lines at LGA are hit or miss, it all depends on timing. There are times when i've seen it long as hell and not moving and then there are times you walk up and get in a cab.
