Yes and no. There is a 6-month rule, but they will sometimes relax it with certain conditions. Late last year I applied for a Chase Continental MC, and sent a reconsideration request after being denied. Chase called me & mentioned the 6-mo rule, but offered to issue the CO MC if I closed the other Chase card I'd opened less than 6 months earlier. YMMV.
I can second this. After getting a CO card in Nov., I applied for the BA card in Jan. Got rejected intially, but after speaking with a CSR and agreeing to close out my CO card, I was approved for the BA card.
