If you earn 100 credits from any source in 1 year, you earn CP. They do not have to be flight credits.
Another common way to hit CP is a Marriott Travel Package plus a few car rentals. (Well, "common" around here and the Marriott board where we talk about these things semi-often.)
Granted, most people probably get there with a mix of flights and non-flight credits. The people to whom a CP is most valuable also tend to take a lot of flights.
