Not sure what you are thinking a Fuel Dump is but this is definitely considered one: the OP is looking to book an extra leg at the end of his trip as it saves him $ on the far but he has no intention of flying it.

Btw - maybe you should actually go through that link you provided so that you can correct your knowledge of the terminology used here. I regularly read that thread and it references FD's countless times as per the definition I have given above.
