IME, it requires you either have the serial # from a "SkyKit" cert, or that the FAs or someone at UA has flagged the flight itself. Otherwise, your complaint simply goes off to the bit bucket somewhere, never to be heard from again.
In my past experience, after being burned twice, I now always still ask for a skykit. When I've imputted the correct information based on the FA general announcement, I never get an email or reply UNLESS I had a number to enter. The last time that happened to Mr sjl and me, I sent an email to 1K and asked why we were told to do this on line by the FA but nothing happend. I received an apology email and compensation for both of us.
Agreed that having a skykit is indeed the best way to ensure you can get compensation through the site. If someone at UA (FAs? someone else?) forgets to or decides not to enter the flight details, the serial # on the skykit is the only thing which will work.
