What if you need to re-check bags in connecting flight?

Months old thread, but seems relevant to my concerns. I'm Silver (not that that helps in this situation ) in an international itinerary with first segment in International Business and the rest in Economy, but with an overnight (more than 12 hours) connection. I think I would need a third checked bag, so I wrote to CO to confirm and got this (paraphrased) response:

SJO - EWR, 12/15 (3 checked bags free @ 70lbs)
EWR - IAH, 12/15 (need to claim/re-check, but still 3 bags free @ 70lbs)
IAH - GUM, 12/16
GUM - MNL, 12/17

If I need to claim/re-check bags the next day in IAH, then I will only get 2 bags free (@ 70lbs). Is this correct? Shouldn't the checked baggage allowance from the first segment apply to the whole itinerary?

CO response also mentioned that "It's completely up to SJO if they want to check in your bag all the way to MNL." In this case, it's 3 free bags for the entire itinerary. I guess CO is saying it's up to the SJO check-in agent whether or not I need to re-check bags in IAH? I'm just puzzled how such an important distinction (to me, at least) seems arbitrary to CO.
