Will they still allow GAs to offer upgrades in addition to the $600 for international flights?

In June, I took a bump on a JFK-TLV flight, but only after the GA offered $600 plus an upgrade to Biz Elite on the following night's flight.

(In fact, when she first started offering the vouchers I told her I would be willing to pass on them in exchange for the upgrade. She told me that if she gets to the point where she is allowed to give upgrades, I would get the $600 anyhow.)
