It sounds like cAt meaning that "A" gets pummeled. The "O" is hard too and sounds like when the Dr. asks a child to stick his/her tongue out and say "ahhhhh". Utica/Syracuse/Binghamton/Albany don't do that. Even BUF does not, it really is just ROC for whatever reason. Of course in ROC, there is an area spelled "Charlotte" called "Shar-lot"
