SNA might fill more seats if they actually promise a seat to people who are interested in this offer. As Richard pointed out -- for a tourist with a limited time in Japan, the risk idea of making a trip to Haneda only to be told that the flight is full just doesn't seem worth the risk. If SNA doesn't get that, they don't deserve to fill even 68% of their seats.
