Indeed it goes toward perpetuating the situation of the negative expectations being self-fulfilling. Expectations built upon prejudice against XYZ have a way of becoming self-fulfilling. Decisions built upon prejudice against XYZ result in the prejudiced engaging in behavior that furthers the materialization of the negative expectations already held.
