No idea on a historical PC there, but the CO Lite club was based out of the North Concourse, while the US Airways Club is on the South Concourse. There used to be a small Eastern Ionosphere Club in GSO where Gate 20 is currently...not sure if that ever became a PC.
They probably instituted the discounted rate for the North Concourse when CO Lite was around and because of the rules for airline lease rates, they have been unable to get lease renegotiations for the North Concourse to occur together, so they have been unable to raise the rates because gate leases have to be comparable across the entire concourse.
