photoshop elements is the same as the full photoshop minus pro level features with a few consumer level features added. it's the exact same codebase. if anything is bloated, it would be the full version, not elements, because the full version has many more features.
photoshop (either variant) is also very good at what it does. i don't work for adobe, but i have written plug-ins for photoshop and i'm very familiar with its internals.
