the current version is cs4, which would be 11 had they kept using numbers. there was no photoshop elements in the days of photoshop 3, and the only difference between the two is that elements lacks some of the features pros use that the average person won't, such as cmyk or color separations. otherwise it's basically the same application derived from the same code base.

Almost every alternative digital editing program I've used has worked as good or better than Adobe Photoshop Elements.
that's great, but there are an awful lot of people that find photoshop, either full or elements, to be the best choice.

You think software get leaner over time?
in fact, they have made it faster over the years, and cs4 even uses the gpu for a number of functions for an additional speed boost. here's a couple of graphs i dug up:
