Good lord, do not install Photoshop Elements on any PC, ever.
I bought and installed version 3.0 on several PCs years ago, and the damn thing is so bloated and useless. It also has 2 processes that are always running, even if you're not using PE, and take up memory. Just junk! I now try to avoid Adobe products like the plague.

3??? that came out 15 years ago! photoshop is anything but useless and is certainly not junk. there are alternatives, but none that do as much or as well.
as for installing it on a netbook that has a small screen, that's going to be a major limitation, even if it can be run. some of the dialogues won't fit entirely on screen, for example.
