Well, that's what the rules say, but what a specific agent will grant you is altogether different. I've even been proactive in asking for the expanded inventory though I am not part of the traveling party and have been granted it.
This is one of those situations where it is worth the effort to hang-up and call again if at first you are denied the expanded inventory because you are not part of the traveling party.
