yes ... as long as you dont change the carrier or partner. on our last europe trip ... i was able to change the BA segment flights while i was in Paris. They have a local number in paris and i used a public phone while the wife and kids were shopping at champ Elysees and they not only changed the flights ... but i got some taxes back ... since the exchange rates had changed.
