That is a point (out of many others) that makes the whole thing pointless. If they are checking dates of birth to verify if the John Doe buying a ticket is the actual watch-listed John Doe, all a person who knows they are watch listed has to do is declare a fake date of birth. The information will not be a hit, so they can print their boarding pass at home. They will not be hassled when they present their ID with the correct date of birth at the checkpoint, since the declared date is not on the boarding pass.
It is so simple and practical that it does not even require the listed person to get fake ID, or fake a boarding pass!
