Agents grant access to those traveling on a competitor's BP at their discretion.
In March, I was denied entry at the E Concourse SkyClub (ATL) using an FL BP.
The ATL E SC tends to be the most restrictive because of the amount of international flights, so I wouldn't be surprized there.
As to the boarding pass rule, many years ago it came into being becuase of "abuses" by members. In CVG, local members went there for a major football game, long before security was such an issue. Caused all sorts of noise in the system.
