London, for me.

I've been to London many times. Compared to Paris, New York, or Tokyo, it just doesn't see very "interesting". Sure, the Tate is nice, the British Museum is massive but a total yawn, the restaurants are only recently coming into their own (and the ones that have are ridiculously priced), Tower Bridge is whatever, The London Eye is nice, but it is a better site than the stuff you can see from it. The Indian food is great, but the other stuff is okay. Is probably better to live in London than to visit there, one of those cities. I find Paris, Rome, and New york to be much more appealing.
