You have already received your upgrade for the FLL-EWR flight. That is why you are showing on the "Customers Cleared into F" list. You have not yet received the upgrade on the CLE-FLL flight because they have not granted EUAs in sufficient quantities to permit you to have been upgraded yet. It doesn't matter how many seats are for sale. The only thing that matters is how many seats there are in the fare bucket that EUA uses (R) when the EUA process runs. If there are enough to include you then you'll get the upgrade then. If not you'll be added to the list at check-in and processed in order by the gate agent.

It is working exactly the way it is supposed to.
