Sure the signal strength showed a full 3G signal on my iPhone, but when I'd go to use it, I'd get lots of time-outs. I stayed at Bellagio, and the worst seemed to be in the pool area. I did a couple of re-boots, even a hard re-boot, and nothing seemed to help. After being off-strip and not having these problems (ate off-strip, went to the Atomic Missile Museum, and the Ethel M Chocolate factory), I'd conclude it is due to the over-volume of people using cell phones in the Strip area. And of course, as soon as my flight landed at PHX, all has been normal.
