If I'm reading the info on Amtrak's web site correctly, the Port Huron station has no Quik-Trak machine, and a ticket agent is only on duty there from 10:30 P.M. to 6:00 A.M., so you'd only be able to pick up your tickets during the wee small hours of the morning. (That schedule appears to be related to the late-night arrival and early-morning departure times of the Blue Water, the one train that serves Port Huron.)
I believe that he would be able to board the train and then speak to the conductor.
Furthermore, I don't think there's a 3-hour minimum for picking up tickets... unless that's for picking up at another station.
