Its not just the TSA, I used to work in a pharmaceutical call center. We took orders from sales reps and questions from doctors offices. At one point a drug rep asked me if it is was ok if he gave me more than three orders over the phone. I said yes and asked him why, one of my coworkers had told him there was a new policy limiting orders placed over the phone to three. There was no policy, she was just lazy.
