Additionally, TSA has been asked repeatedly about failed GAO tests. They just trotted Kippie out there that whined the tests are hard and things got swept under the rug, as usual.
The GAO tests really only mean anything if Congress is really going to hold their feet to the fire and do something about the poor results. Otherwise, we still see the same kabuki as usual.
