We regard to SEA-OGG, we don't have enough info. Were DL elites actually being given free upgrades? natas43 didn't say. If they were, then there's an issue because the same favor should have been extended to NW elites.
Lacking evidence to the contrary, I'd assume the DL GA just made a poor choice of words ("This is a Delta flight, so we are not offering upgrades to Northwest Elite members") and probably was not giving free upgrades to anyone.
If the GA said that and this were a SEA-ATL flight, then the agent desperately needs retraining - if that were the case, I'd be demanding the station manager on the spot.
I think for the OGG flight it was a poor choice of words by the GA though - only way to get an upgrade on a Hawaii flight is by using a PMU/Miles/Cash upgrade at gate, all of which require a K+ (DL-style) fare. If I had gone up to the gate and asked for a freebie (as a DL Plat), I most certainly should be rebuffed unless I was told I could hand in a PMU, some miles or my credit card (provided I was on an appropriate fare).
