Correct me if I'm wrong, but don't the hotels charge for the newspaper?

I can swear I've seen it written in little letters on the key envelope that if you don't want a newspaper then the hotel with refund you $.50 or $.75.

If they're charging, shouldn't they deliver?

I never get the paper and I've always been to lazy to argue about a charge less then $1 but the principle bothers me.
