I have found this the case in a couple of hotels I have recently stayed at. When I did call down they did deliver one without issue. Some hotels (Sheraton Chicago Towers) had them on a table near the elevator on each floor. Looks like my days of opening the door in my undies and hoping noone is walking down the hall to quickly pick up the paper are over!
