which given the new member/old member formats, those seven X's could be the same for a new member and an old one (any check digits aside).

Say a new member is given the number 10010044444. To get it to fit they amend it to 10044444 or 00044444. Both of those are conceivably the number of an old member who, under the new system, is now 00000044444, given under the old system the first status prefix number is irrelevant to miles posting.
