That won't work as the new member numbers are currently formatted 1XX1XXXXXXX, meaning an eight digit number would start with the second '1' and miss the, probably important, '1' at the start. The amendment to eight figures would likely result in the number of an existing member.
I don't know why you feel the first "1" of the "1001" series is important.
*I'd take the view that the relevant part of the old number system was the X part of 1xxxxxxx. All, all converted numbers seem to replace "1" with "0000", so for now the, er,
prefix element cannot be a minimal pair.
Thus, the identifiable membership number kernel is xxxxxxx with a prefix. 1, 3, 7, or 0 seem like a good choice.
