I don't know why you feel the first "1" of the "1001" series is important.

*I'd take the view that the relevant part of the old number system was the X part of 1xxxxxxx. All, all converted numbers seem to replace "1" with "0000", so for now the, er, prefix element cannot be a minimal pair.

Thus, the identifiable membership number kernel is xxxxxxx with a prefix. 1, 3, 7, or 0 seem like a good choice.
