An example last week was a CL assigned row 19 because their travel agent booked the lowest fare of the day while I travelled on a higher fare, due to later purchase but got allocated row 4.
That is my interpretation, and something similar was said to be the case by one of the QP reception staff. It is a pity QF's handling of this is governed by rules that are so opaque.
