All one need to do is say that they do not wish to remove their shoes. We are not going to wrestle you for them. Don’t wish to take them off, then don’t! A bit of additional screening is all you will get, and that never really hurts anyone. It happens occasionally at my airport, and not just for medical reasons. At one time the "shoe rule" was based on the sole. Different airports handled everything differently.
After the "all shoes off" came out, I tried a couple of times and was more or less strong-armed into removing them if I wanted to clear. Was told they come off or you don't come through.
So now you say procedures actually exist for pax who do not want to remove shoes?
